Layer 3 — Human Capability (The Missing Layer)
The most underdeveloped and critical layer. As AI capability increases, human responsibility increases exponentially.

Vision setting, cultural protection, values-led leadership, ethical AI governance, and responsible transformation.
Leading Society
Long-term thinking, ethical stewardship, responsible power use, and intergenerational responsibility.
